United Indian Health Services, Inc. (UIHS) is soliciting bids from qualified individuals/organizations who are interested in leading UIHS in their strategic planning process to develop a five-year strategic plan for 2027-2032. The selected individual/organization will work with the Chief Executive Officer and the Board of Directors to:

• Lead a full needs assessment to include:
  • Conducting and analyzing focus groups with employees, Board of Directors, and Tribal Partners.
  • Conducting and analyzing interviews with key stakeholders.
  • Conducting a SWOT Analysis.
  • Working with UIHS staff to gather needed data surrounding visits, client satisfaction/complaints, staff satisfaction surveys, stay/exit interviews, etc.
  • Reviewing UIHS documents such as the UIHS Annual Reports, UIHS Master Plan, and past Strategic Plan and Progress Reports, as needed.
• Establish the organization’s priorities utilizing the needs assessment. A workgroup process will be used.
• Develop a work plan addressing established priorities that will include SMART goals, measurable tasks, responsible party, and rational timelines. A workgroup process will be used.
• Provide progress reports to the Board of Directors and Executive Leadership Team.
• Follow-up with the organization to provide additional assistance if needed at three months after implementation, six months, and 12 months. If additional assistance is needed beyond 12 months, a new contract may be negotiated.

UIHS may make such investigations as it deems necessary to determine the ability of the bidder to perform the work, and UIHS reserves the right to reject any bid if the evidence submitted by, or investigation of, such bidder fails to satisfy UIHS that such bidder is properly qualified to carry out the requirements of the contract and to complete the work contemplated.
